The term breakeven inflation rate was not chosen at random: it is the forward average rate of inflation for which the inflation-linked bond has the same total return as the nominal Treasury. In other words, if inflation is above the breakeven rate, the 10-year inflation-linked bond has a greater total return than the 10-year conventional (nominal) bond (and underperforms if below).
This measure of long-term inflation expectations is closely watched by the U.S. Federal Reserve.

Breakeven inflation, defined as the difference in the yield of a nominal Treasury security and a Treasury Inflation-Protected Security (TIPS) of the same maturity, is closely watched by market participants and policymakers alike. Breakeven inflation rates provide a signal about the expected path of inflation as perceived by market participants although they are also affected by risk and liquidity premia. Break-even inflation is the difference between the nominal yield on a fixed-rate investment and the real yield (fixed spread) on an inflation-linked investment of similar maturity and credit quality. If inflation averages more than the break-even, the inflation-linked investment will outperform the fixed-rate.
Still, the market-determined inflation breakeven rate measures sentiment and should not be viewed as an accurate prediction. In fact, the market often does a lousy job of predicting future inflation. The fact is, over the last decade, investors have been betting on higher inflation than actually resulted, and that has led to TIPS (in general) under-performing nominal Treasuries of the same term.
